Meta’s updated WhatsApp Business Platform terms took effect on 23 September 2026. For a UAE business, the practical job is to confirm who controls the WhatsApp Business Account, who pays Meta, what data moves through Meta systems, and what your provider is authorised to do.
This is not a new UAE licence or a published WhatsApp price list. It is the contract framework behind access to the WhatsApp Business APIs, billing, payments, support and service-provider relationships. If your account works reliably and your records are clear, the sensible response may be a documented review rather than a rushed change.
The risk is not only message cost. It is losing track of who owns the account, the payment method and the customer data.

To use the WhatsApp Business Solution, a business creates a WhatsApp Business Account and links it to a Meta Business Manager account before accessing the APIs. Meta Business Manager is used for fees, payments, business insights, analytics, message templates, technical support and related account administration.
The terms also say that WhatsApp will provide Meta with data, metrics and other information connected with use of the service. The stated purposes include billing the account, issuing invoices, receiving payments, and providing insights, analytics, technical documentation and product or technical support.
The agreement is not the only document that matters. It incorporates additional WhatsApp Business Solution terms and separate terms for authorised service providers. The order of priority matters if documents conflict. The service-provider terms take priority over the solution terms, while the Meta WhatsApp Business terms govern Meta’s distribution of and access to the platform.
For a UAE company using a BSP, this means the commercial arrangement should be read alongside Meta’s platform terms. Your provider’s dashboard or invoice does not replace the underlying Meta relationship.
The first change is accountability. Your company representative agrees to the terms for the company and any affiliates they are authorised to represent. Keep the WABA, Meta Business Manager and phone-number ownership tied to the legal entity that actually operates the channel.
The second is billing control. Meta says API fees are charged according to its Rate Card and pricing rules, with invoices issued under the relevant Meta Business Manager accounts. Meta may update the Rate Card, with changes taking effect on the first day of the following calendar month. Fees may be invoiced in US dollars unless Meta supports another currency for the account.
Do not build a UAE budget around a single permanent number. Build it around message categories, volume, account structure, provider charges and currency conversion. Your WhatsApp Business API setup should make those layers visible rather than combining them into one unexplained monthly figure.
The terms also allow Meta to suspend some or all API access when fees are overdue. Late payments can attract a monthly service charge, subject to the lower of the stated contractual charge or the maximum allowed by law. That makes payment ownership and account alerts an operational issue, not just an accounts-department detail.
Start with one WABA and one number. Record the legal entity, Meta Business Manager administrator, payment method, BSP or solution provider, message platform and people who can change templates or permissions.
Then ask your provider for a written answer to four questions:
Next, compare the last three months of invoices and platform reports. Look for separate Meta charges, provider fees, currency conversion, template activity and any unexplained usage. If WhatsApp feeds sales, support or fulfilment into back-office systems, document that flow before changing permissions. A review of ERP and automation options may help if ownership is spread across spreadsheets and disconnected tools, but do not add automation merely because the terms have changed.
Finally, save a copy of the applicable terms and your provider agreement. Meta’s terms say the agreement can be updated with notice, and continuing to use the solution after notice is treated as consent unless the law requires otherwise. They also provide for termination on 30 days’ written notice, with a possible wind-down period of up to three months.
The September change does not, by itself, tell a small UAE retailer to abandon WhatsApp, replace its BSP or increase broadcasts. It tells the owner to understand the contract and the billing path before scaling.
A business that uses WhatsApp manually through the Business App may not need an API review of the same depth. A company running Cloud API, automated support, marketing templates or several customer accounts does. The more systems and people connected to the WABA, the more useful a short ownership and access audit becomes.
The terms also specify US and California governing law and courts for disputes. That is a contractual point to record and, for material arrangements, discuss with qualified legal counsel. It is not a substitute for checking the separate policies that govern message use, templates and acceptable activity.
Review the account structure first. Change the technology only if the review finds a real ownership, payment or access problem.
